Enclosure 1.

Minute by the Colonial Surgeon.

Forwarded to the Colonial Secretary. Wardmaster Meyers has been seventeen years in the Police Force and four years in this Department. This is not the first complaint of the kind as regards his drinking habit, for I have warned him myself and warned Dr. Atkinson about it when he was about to give over charge. It is very difficult to get men to fill the post of Wardmaster in the lunatic Asylum. I have informed Meyers that I shall send this report up to Government as this state of thing cannot be permitted.

(Signed) P. B. C. Ayres, Colonial Surgeon.

12th November 1899.
